Buying Property in Saudi Arabia for Residents - An Investment Guide to Riyadh and Jeddah

Buying Property in Saudi Arabia Starts with Your Reason for Buying—not the Project

When you begin searching for property for sale in Saudi Arabia, you will find a wide range of projects, developers, offers, and payment plans.

An apartment in Riyadh.

A new project in Jeddah.

A ready-to-move-in unit.

An off-plan project with installments spread over several years.

Or an offer that seems attractive simply because of its low down payment.

But before you ask:

Which project is best?

Ask yourself first:

Why am I buying the property?

Are you looking for a home to live in?

Do you want to hold a real estate asset for several years?

Is your goal to rent it out?

Are you looking for an opportunity to resell in the future?

Or do you want to benefit from a payment plan that helps you build a real estate asset gradually?

The answer completely changes the way you compare your options.

At Eden Al-Khalij, we do not begin with the project name.

We begin with your goals and budget, then compare locations, projects, developers, and payment plans to identify the opportunities closest to what you are looking for.

Can a Resident Buy Property in Saudi Arabia?

This is one of the most important questions asked by non-Saudi residents in the Kingdom.

The current Non-Saudi Property Ownership Law allows non-Saudis to own property or acquire in-rem rights in accordance with approved geographical zones and regulations. The law also states that a non-Saudi natural person who is legally resident in the Kingdom may own one property designated as their residence outside the regulated geographical zones, with Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah excluded from this provision.

This is an important distinction:

Residential ownership is one thing; real estate investment is another.

If you are a resident looking for a home, your legal position may differ from that of someone seeking to purchase an investment property or multiple properties.

For this reason, we do not recommend basing your purchase decision on a general answer such as:

“Residents can buy” or “residents cannot buy.”

You must consider your nationality, residency status, city, property, purpose of purchase, and the zone in which the property is located.

What Has Changed in Non-Saudi Property Ownership?

The Kingdom currently operates under the updated Non-Saudi Property Ownership Law and its Implementing Regulations. The Real Estate General Authority classifies both the law and regulations as legislation in force. The law is based on geographical zones and regulations that determine where and which types of rights a non-Saudi may acquire. The Authority presents these zones through the official Saudi Properties portal.

The procedures are also linked to an electronic system and the Real Estate Registry. The regulations provide for ownership and disposal applications to be submitted through the electronic portal, with related financial transactions completed through electronic payment methods in accordance with applicable laws and regulations.

This means the right question today is not:

Is ownership generally available to non-Saudis?

Rather:

Does the property I am considering fall within the applicable status, zone, and regulations that apply to me?

Buying for a Home or Buying for Investment?

Before searching for apartments for sale in Saudi Arabia, define your purpose.

If You Are Buying a Home

Your priority will generally be your day-to-day quality of life.

The location in relation to work, schools, and services.

The unit’s size.

The number of rooms.

Parking.

Build quality.

Community management.

And the monthly payment you can comfortably afford without significant financial pressure.

If You Are Buying for Investment

The way you assess the opportunity is different.

You should ask:

Is there genuine demand for this type of unit?

Who could rent it?

How strong is competition in the area?

What is the total acquisition cost?

What are the operating and maintenance costs?

Is the current price reasonable compared with the product you are receiving?

And how easy will it be to resell the unit in the future?

A unit that is excellent for living may therefore be less than ideal for investment, and vice versa.

Real Estate Investment in Riyadh

When searching for real estate investment in Riyadh, you will find a wide range of districts, projects, and property products.

But the word “Riyadh” alone is not enough to make a decision.

The location within the city can completely change the value of an opportunity.

That is why we do not look only at the district name.

We consider the project’s actual location, surrounding roads, services, project type, developer, construction stage, and the nature of the product being purchased.

Apartments for Sale in Riyadh

Searching for apartments for sale in Riyadh may lead you to projects that differ significantly in price and specifications.

You may find two apartments with almost the same floor area, yet a substantial difference between them because of:

Location.

The developer.

Finishing quality.

Project density.

Amenities.

Parking.

Construction stage.

Handover date.

And the payment plan.

Do not let the total price alone determine your decision.

Nor should you rely solely on the price per square metre.

The more useful question is:

What am I getting for the amount I will pay?

Apartments for Sale in Riyadh with Installment Plans

Long-term payment plans are attractive, particularly when you want to reduce the amount paid at the beginning of the purchase.

However, searching for apartments for sale in Riyadh with installment plans should not become a race to find the longest payment period.

Compare:

The unit’s total price.

The down payment.

The installment amount.

The payment term.

Additional payments.

The handover date.

The amount paid before handover.

Maintenance fees.

And any other financial obligations.

A project offering a longer installment plan may carry a higher price, making the offer less attractive than it appears in the advertisement.

Real Estate Investment in Jeddah

Jeddah is a different market, so the property must be assessed according to its location and intended use—not simply the city name.

When considering real estate investment in Jeddah, begin by defining the type of product you are looking for.

Are you looking for a residential apartment?

A property within an integrated community?

A unit for personal use?

Or an asset intended for rental income or long-term holding?

Only then should you compare locations and projects—not the other way around.

Apartments for Sale in Jeddah

When searching for apartments for sale in Jeddah, pay close attention to the significant differences between projects in terms of quality, location, and services.

We review factors such as:

The project’s actual location.

Accessibility.

The developer.

Construction quality.

The unit’s size and layout.

Parking.

Services.

Handover date.

Project management after handover.

And the payment schedule.

The right unit does not necessarily mean the largest space at the lowest price.

Sometimes, a better interior layout and a stronger location matter more than a few additional square metres.

Apartments for Sale in Jeddah with Installment Plans

If you are searching for apartments for sale in Jeddah with installment plans, do not look only at the down payment.

The advertisement may say:

Low down payment.

But you need to understand what comes next.

How much will you pay during the first year?

How much will you pay before handover?

Are there large payments at certain stages?

What will the property’s total price be after the payment plan?

And when will you be able to use or operate the unit?

That is why we consider the complete financial schedule rather than focusing only on the first payment.

Riyadh or Jeddah for Investment?

This question comes up frequently, but there is no single answer that suits everyone.

The comparison between Riyadh and Jeddah should not be:

Which city is better?

Instead:

Which opportunity is better for my goal?

You may find a strong unit in a suitable project in Riyadh.

You may find a better opportunity for your budget in Jeddah.

Your personal needs may also make one city more suitable for you from the outset.

That is why we do not compare one city name with another.

We compare:

Property + location + price + developer + payment plan + use + rental potential + resale potential.

Ready Property or Off-Plan?

This decision has a significant impact on liquidity, risk, and the timing of your benefit from the property.

Ready Property

It allows you to see the actual product.

You may also be able to use or rent it sooner.

You can assess the finishes, building, and area more clearly.

However, the price and payment plan may differ from those of projects still under construction.

Off-Plan Property

It may offer a payment plan that helps distribute the purchase cost.

You may also enter the project at a different pricing stage.

In return, you need to conduct a deeper review of the developer, construction stage, handover date, specifications, and contract.

We therefore do not say that ready property is always better.

Nor do we say that buying early is always better.

We look for the option best suited to your circumstances.

Buying from the Developer or Buying Resale?

When you purchase a new unit directly from the developer, you will generally receive the payment plan, specifications, and offers available from the project itself.

A resale purchase, however, may give you access to different units, locations, or phases within the same project.

There is therefore no fixed rule.

In some cases, buying directly from the developer is the logical choice.

In other cases, a resale opportunity may emerge that merits consideration.

The important thing is to compare the complete cost, transaction terms, unit condition, and handover date.

How Should You Compare Payment Plans?

Do not compare two projects this way:

One project offers installments over 8 years.

Another offers installments over 5 years.

Therefore, the first is better.

That is an incomplete comparison.

Compare:

Total price — down payment — installments — installment amount — payment term — handover date — percentage payable before handover.

The project with the shorter installment period may be financially better.

The longer payment plan may be more suitable for your liquidity.

The decision depends on the relationship between price, time, and liquidity.

Mortgage Financing for Residents

If you are a resident, mortgage financing may be one of the options considered when assessing your purchase decision.

Some financing institutions do offer mortgage products for residents. For example, Bank Albilad announced a mortgage financing programme for residents and Premium Residency holders in July 2026. However, eligibility requirements, financing amounts, and terms vary according to the institution, customer, and property.

Therefore, do not choose a property based on the expectation that you will secure financing later.

It is better to understand your actual financing capacity first, then search within a realistic budget.

You should also compare:

The property value.

The required down payment.

The expected installment.

The financing term.

The total cost.

And the impact of the monthly commitment on your budget.

Your Budget—What Can You Buy with It?

Instead of asking:

How much does an apartment in Riyadh cost?

Or:

How much does an apartment in Jeddah cost?

Start with your own budget.

The same budget can open up entirely different options.

You may choose a smaller unit in a stronger location.

Or a larger space in a different area.

Or a ready property.

Or an off-plan project with an installment plan.

Or preserve more of your liquidity instead of paying a large down payment.

That is why at Eden Al-Khalij we begin with your budget and goal, then compare opportunities within that range.

Ownership in Makkah and Madinah—What Is Different?

Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah are subject to special provisions under the Non-Saudi Property Ownership Law.

The exception allowing a non-Saudi resident to own one property designated as their residence outside the geographical zones does not include Makkah and Madinah. With regard to ownership within the regulated zones in the two cities, the law limits the right of a non-Saudi natural person to Muslims.

Accordingly, any non-Saudi purchase decision in Makkah or Madinah should be treated as a case requiring a review of the applicable conditions and the specific zone in which the property is located before taking any action.

How Does Non-Saudi Ownership Work?

The Real Estate General Authority explains that the Saudi Properties portal is the official platform for implementing the Non-Saudi Property Ownership Law. It is connected to the Real Estate Registration system and displays the zones and regulations governing ownership.

For a non-Saudi non-resident, the regulations specify initial requirements including obtaining a digital identity, opening a bank account in the Kingdom in their own name, and issuing a Saudi contact number linked to the digital identity before owning property or acquiring in-rem rights.

For buyers, however, the most important point is not to begin the process before first confirming that the property and transaction comply with the legal status applicable to them.

What Should You Review Before Buying Property in Saudi Arabia?

Before paying a reservation fee, do not rely solely on the brochure or sales pitch.

Review the project, developer, property, and contract.

Consider:

The developer and its track record.

The project’s status and construction stage.

The unit’s location within the project.

Specifications and finishes.

Handover date.

Payment schedule.

Maintenance and service fees.

Delay and cancellation terms.

Assignment and resale terms.

And any other obligations included in the contract.

Property is a significant investment, so a single clause in the contract may sometimes be more important than a major marketing discount.

How Do You Compare Two Projects?

Do not begin with the price per square metre alone.

Compare:

Actual location — total price — unit size — design efficiency — down payment — installments — handover — developer — project quality — parking — services — maintenance — rental potential — resale — contract.

Once you place these elements side by side, you may discover that the project that appeared cheaper in the advertisement is not actually the least expensive.

Or that the more expensive project offers greater value.

Or that neither is suitable for your objective.

This is where comparison before reservation proves its value.

The Best Real Estate Investment in Saudi Arabia Is Not One Project

There is no single project that can be described as the best real estate investment in Saudi Arabia for everyone.

A property suitable for someone who wants to live with their family differs from one suitable for an investor.

A property suitable for someone who wants to hold it for ten years also differs from a product purchased by someone seeking rental income.

Similarly, someone with substantial liquidity will assess the same opportunity differently from someone relying on installments or financing.

Therefore, the better question is not:

Which project is best?

Instead:

Which opportunity is best for my goal and budget?

Why Eden Al-Khalij?

Because we do not begin with the project.

We begin with you.

We understand your goal and budget, then search for and compare suitable opportunities instead of limiting your choice to a single project or developer.

We search.

We compare.

We filter.

We review the details, documents, and contract.

We negotiate.

And we guide you through the purchase process.

We also do not share your phone number with dozens of companies and developers to obtain offers.

You deal with Eden Al-Khalij, and we deal with the market on your behalf.

Eden Al-Khalij’s services are free for the buyer and offered at the developer’s price.

Do Not Start by Asking “Where Should I Buy?”—Start with Your Goal

Whether you are looking for an apartment in Riyadh, an apartment with installments, a unit in Jeddah, a home, or an investment opportunity in the Kingdom, do not start with the advertisement.

Start with three things:

Your goal.

Your budget.

And the period for which you intend to hold the property.

After that, the comparison becomes much clearer.

Tell us what you are looking for.

We will compare the right opportunities for you before you make your decision.

Frequently Asked Questions

Can a resident buy property in Saudi Arabia?

Yes, subject to the regulations specified by law. The law allows a non-Saudi who is legally resident in the Kingdom to own one property designated as their residence outside the regulated geographical zones, with Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah excluded from this provision. The law allows non-Saudis to own property or acquire in-rem rights in real estate within the geographical zones and under the regulations approved by the competent authorities. The Saudi Properties portal displays the approved zones.

Can a resident buy more than one property?

The “one property” provision relates to the exception designated for a resident’s home outside the regulated geographical zones. Other ownership cases are subject to the approved zones, rights, percentages, and regulations. The specific circumstances and property must therefore be assessed.

Can a non-Saudi own property in Makkah or Madinah?

These two cities are subject to special provisions. The law limits the referenced ownership within their zones to non-Saudi natural persons who are Muslim. The exception allowing a resident to own one property as a residence also does not include the two cities.

Are there apartments for sale in Riyadh with installment plans?

Sale and payment plans vary from one project to another. The key is to compare the total price, down payment, installments, and handover date rather than relying on the installment term alone.

Is Riyadh or Jeddah better for investment?

There is no single answer. The choice depends on your goal, budget, property type, location, project, and intended use of the unit.

Is a ready property better than an off-plan project?

Not always. A ready property may suit certain objectives, while an off-plan project may offer a different payment plan. The decision should be made based on the opportunity itself.

Is mortgage financing available to residents in Saudi Arabia?

Some institutions offer products subject to their credit conditions and the requirements of the customer and property. For example, Bank Albilad announced a mortgage financing product for residents in July 2026.

How can I tell whether a project is suitable for investment?

By comparing the location, developer, price, payment plan, handover, operations, rental potential, resale potential, and contract terms—not based solely on the price per square metre or advertisement.

Are Eden Al-Khalij’s services subject to buyer fees?

No. Eden Al-Khalij’s services are free for the buyer and offered at the developer’s price.
